New text-spam rules issued by the Federal Communications Commission are facing a court challenge from the debt collection association ACA International. The trade group says in a lawsuit filed on Monday that the rules are “arbitrary” and “capricious,” and that the FCC exceeded its authority in passing them. The organization is asking the D.C. Circuit Court of Appeals to vacate the FCC's order, which was passed by a 3-2 vote and officially released on Friday. The order implements the Telephone Consumer Protection Act, which prohibits companies from using automated dialers to place robocalls or send text messages without recipients' consent. Numerous Web companies -- including Yahoo, Twitter, Facebook, and Lyft -- have been sued for allegedly violating that law by sending unwanted text messages.
