New York Governor Mandates Net Neutrality

Broadband companies that want to do business with state agencies in New York will have to abide by some key net neutrality rules, under an order signed Wednesday by New York Governor Andrew Cuomo.

The executive order, which takes effect March 1, specifically prohibits carriers that contract with state agencies from blocking, throttling or prioritizing content or applications, and from charging consumers “different or higher rates to access specific types of content or applications.”

With the move, New York joins the state of Montana in using the power to enter into contracts as a mechanism to guarantee net neutrality.

Cuomo’s order comes six weeks after the Federal Communications Commission voted to repeal a set of net neutrality rules passed in 2015. Those rules also prohibited carriers from blocking or throttling material, and from charging higher fees for prioritized delivery.

“The FCC’s dangerous ruling goes against the core values of our democracy, and New York will do everything in our power to protect net neutrality and the free exchange of ideas,” Cuomo stated Wednesday. AT&T, Verizon and Frontier are among the carriers that reportedly currently have contracts with the state.

When the FCC repealed the net neutrality rules, the agency also attempted to prohibit states from creating or enforcing their own version of net neutrality regulations.

The announcement was made by Presidents of the Hearst Foundations, William R. Hearst III and Virginia Randt. Operating independently from Hearst, the Foundations are national philanthropic resources for organizations working in the fields of culture, education, health and social service. Grantmaking also includes administering two unique annual programs: the United States Senate Youth Program for high school juniors and seniors as a public service immersion in Washington D.C. and the Journalism Awards Program for undergraduates studying journalism at accredited schools of journalism.

The New York Times Launches Chinese Travel Magazine 新视线

The New York Times today launched “The New York Times Travel Magazine 新视线.” The magazine will be published by Huasheng Media and circulated six times a year throughout mainland China. It will combine curated travel coverage and photographs from The New York Times, along with original local content. The Travel Magazine 新视线 will be distributed in Beijing, Shanghai, Xi’an and Shenzhen, among other cities, and available at newsstands, in bookstores and boutiques, as well as luxury hotels, high-end stores and airport VIP lounges. On the launch, Xuan Feng, the editor-in-chief of the magazine said, “Over the decades, the travel industry has rapidly grown in China and Chinese readers have shown that they want more in-depth travel stories as well as more immersive trips inspired by those stories.” Mr. Feng also serves as the editor-in-chief of T Magazine China.
